It hasn't been exciting.
Songs stay #1 for longer periods, and it doesn't leave room for non-superstars-at-the-moment to shine.

I thought the only changes made to the Billboard charts in recent years were the factoring of Youtube views and streams. Which I thought would help.

Well on the bright side, the new rules for the Hot100 have made it easier for the R&B/Urban artists to chart.

A song like panda wouldn't have gone #1 4 or 5 years ago

But rappers haven't had a hard time charting on the Hot 100 since the early 90's

Rap is a big part of pop culture today. R&B is not. Rap will dominate urban radio and still get heavy spins on top 40. R&B won't get played unless it's by a "blue eyed soul" artist, an established crossover artist or of its dipped in rap.
