Gor "Chicago" has been on Broadway for almost 20 years. She wasn't getting a nod. 

If she gets cast in "The Wiz" revival then she has all the chances in the world.

what the age of Chicago musical has to do with Bran being nominated?
The category are best performances, so technically anyone can be nominated, whatever the show is

The Tony Awards are notoriously political concerning nominations. They mostly are only interested in the newer plays & musicals. Advertisement and promo and all that jazz. To generate revenue. The older productions get paid dust.

So yes, if Bran was cast in a newer production her chances of a nomination would skyrocket.
