That's exactly what it was. The reason the had other celebrities testify (like George Lopez, Jay Leno) is because the same family had tried to scam them out of money, too. They used the boy's cancer to prey on celebs, and found an easy mark with Michael. They also scammed and sued JC Penney.
Just like the 1993 case. They discovered the allegations by putting their son under hypnosis and then went straight to try to get a civil case started (to get money) rather than cooperating with police and a criminal case.

The 2005 family TRIED to do the same thing with the same lawyer and everything, but laws had changed by then (largely because of the '93 case) which said you HAVE to do a criminal trial before you try to do a civil trial.
Michael should have never had kids running around his home, but I don't think he touched them.
