A big part of what he's talking about is artists sampling reggae artists and not crediting, not doing multiple genres. And he never said he doesnt work with Major Lazer. He said some other artists wont. In Jamaica now, a few artists are suing but some like Beenie Man is against it. Mr Vegas and Beenie Man are beefing now because of this very thing. Bottom line is, dont speak too much on the topic if ur ignorant about the facts.

General guideline is, just give credit on songs when u use lyrics, beats or melodies from another artist. Lots of ppl do it but some don't.
