Nothing about this screams racist at all. Homeowner associations request these things all the time. I never get them cause I keep up on my shit, but I've seen neighbors getting warnings to power wash their houses when the house doesn't even look so bad at all. My neighborhood is super strict with everything. They even send you warning letters if they can see your garbage cans from the street view lol The only thing I can say about it is that the person writing it sounds unprofessional. Maybe they are just a repeat offender.
