The officer in hot water is Antonio Gutierrez -- who wore a Kaepernick jersey with a "Will stand for food" sign ... while sporting an afro wig and a fake nose in an effort to make fun of the QB.

But the UNR PD ain't laughing ... Chief Adam Garcia issued a statement condemning Gutierrez saying, "For those who have seen the Halloween costume of one of our officers apparently mocking a citizen who has chosen to take advantage of his constitutional right to protest, I offer my sincere apologies."

When asked if the officer was punished, we were told, "We have no policy that would dictate any disciplinary action."

Alot of Latinos are white and come from a history of slavery and racism too and alot of Latinos are of mixed heritage and have alot of unchecked Anti-blackness due to decades of conditioning them to hate black people or anything associated with overt blackness.

My Puerto Rican friend always told me how racist her dad was against Blacks - how he would steer clear and turn his nose up at the mere THOUGHT of one of his daughters bringing one home to him.

She was smart enough to realize what he was (racist/prejudice) but it's no way she grew up in that type of household and NONE of it penetrated her bloodstream a bit.
