Billboard will no longer count looped Youtube videos

The practice was clever, but a bit devious considering that the loops were timed the exact lengths of the original songs. A user could click the loop video thinking it was the original song, which inadvertently helps the song?s streaming totals.

I'm confused. Is this about looping the same video several times or those fake songs that are basically silence in the length of the real song where you would see a link to a virus page in the video description?
