This was BEFORE airplay-only songs were allowed to chart, which began in late 1998.

Both songs would have easily hit Top 10 (Hot 100) at the very least.
They were smashes.

But labels wanted album sales... I understand it.

It worked out well for both.

Looking back...

Airplay-only songs weren't terrible.  "ANGEL" was another airplay-only song.
It really kept the focus on album sales >
And sis PUNCHED 3 million sold by Winter 1998.
