If someone can't remember you explicitly shooting them down, they may be talking to a bunch of other guys - or at least trying to.

And if you went over this months ago with him , the next step would probably be blocking his number. It's clear that he has no intention of keeping things strictly platonic. Put him out of his misery by ceasing all communication.
