It has nothing to do with the cutting procedure. Ive seen uncut dicks that are two toned. Macana Man is famously uncut and is two toned when pulled back. The head is usually lighter, maybe more pink than the shaft on all penises. On an uncut dick, the difference is less noticeable because of a gradual, gradient effect. Its more stark on a cut dick because of the portion that was snipped is most of said gradient, and also the darkest part (the circumcision scar) makes the difference in color even more noticeable. Sure there are levels, and the cutting result is different on all men depending on aftercare and yes, the skill/methods of the doc but meh. I dont have a problem with "2 toned" dick or uncut dick, but the ones that have a lil piece of skin attached to the head
