Drake is payola and every song he release does great. He told on himself with that terrible One Dance song. His first song with streaming all of a sudden goes #1, then the other ones does too back to back but couldn't do it in his prime before.
I wouldn't call it payola. Streaming made it easier for every commercial artist to have easy success than when it was just physical sales because it is easier to access due to being free on certain platforms and don't really cost people a lot of money like it did when they have to buy albums individually . Ariana, Justin Bieber, Drake all got consecutive #1 hits during the streaming era and they barely had top 10 hits prior . That's def no coincidence but those are the rules, not payola. Why do you think people like Ciara can get a platinum song nowadays? Even Chris Brown has benefited from the streaming era more than he would have pre-streaming. He wouldn't have at least 3-4 platinum certificates if it wasn't for streaming. You're a complete and utter flop if you can't pop in the streaming era unless you're urban AC or something.
I don't know if the song would have been a hit as big as it is without Drake. It would have probably reached #1 on urban but I doubt it would have been this big. Even with Drake on it, it took a long time for this song to even stabilize on Spotify, which is the biggest streaming metric. It was #1 on AM out of the gate. I doubt Chris Brown has ever had a song that stayed on top of AM or 10 ten on Spotify since the streaming era took off. Drake is def. responsible for the song's success.
