Because Madame Tussauds measures them to make sure it's exact. Aaliyah isn't here so they had the task of making hers using pictures only which is a huge undertaking. Also, it's wax. Not human flesh. It's not going to be an exact CLONE of Aaliyah. The celebs who have those perfect wax figures were lucky enough to be properly measured for it.

Her figure turned out amazing given the circumstances. Those people are so talented.
