I thought i was the only one that thought this and i haven't seen this dutch interview you're referencing.

Aaliyah was so... CHILL and out of the way and Brandy was outgoing and probably was very annoying to somebody as laidback as Aaliyah. I don't think she DIDN'T like Bran, but if you look at the people aaliyah was around back then they don't act like Brandy did. & no shade to Brandy, she's one of my all time faves, I probably wouldn't get along with the younger version of her either.

There's a few positive receipts of Aaliyah towards Bran though 
like her singing a little  of "Baby" a capella, and her turning down the chance to parody her in Scary Movie 
there was definitely mutual respect and admiration between the 2
but they were just like business associates and not friends
