Brandy is in a business at the end of the day and her label/management are going to release her shit in a way which their returns are maximised
She isn't a indie artist, she still has to answer to labels heads ect
And they're going to strategically release mess when they see it as appropriate

who are on label which Im sure also want their returns maximized and are pushing to do so
