How is Crazy Sexy Cool certified 11X Platinum in the United States when as of 2015 it's only 7 million sold?

How has it sold 12 million copies OUTSIDE of the United States when it's only multiplatinum in 3 other countries? And keep in mind Platinum in other countries is not 1 million. It's much less like 50K-200K since the music markets are smaller. Those other certifications don't make up nowhere near 12 million.

How is Fanmail 6 mil in the United States and 15 million sold worldwide with only 4 platinum certifications outside the US, One multiplat cert, and one gold cert?

I'm screaming at these fraudulent certs.
