I think "state of emergency" sounds dramatic but it's really a precaution they're taking.

Declaring a SOE in advance ensures that they get the support they need, if they need it.

I honestly think the storm is gonna tug at Miami a bit Sunday morning and then keep it moving to brunch. But this thing can get unpredictable very quickly.

They just don't want to end up like Houston. Absolutely unprepared and TOO comfortable.

YEAH.
