I don't see what's so hard to understand here. A #1 in the US doesn't automatically qualify a song for being a "bigger hit than other artists' hits." The bigger picture involves the peak positions and sales worldwide. Bodak doesn't have ANYTHING going on worldwide. Nicki wins

Bodak being the first song by a female hip hop artist since 98 to top the Hot 100 pretty much makes it bigger than any Nicki record regardless of sales.

I've already acknowledged Nicki has bigger hits around the world, but let's be clear that Cardi has not even visited these places. 

A true comparison would be looking at Nicki's first 2 solo records "Massive Attack" and "Your Love" around the world.

They didn't really chart ANYWHERE.

"Massive Attack" only charted in the US.  So, Cardi is already outperforming her ONE single in no matter how you try to spin it.
