RIAA literally certifies albums and singles on a bunch of shit that have nothing to do with sales of the album or single     

QuoteClub sales and club free goods may be included towards certification. Product shipped to retail, mail order, record clubs, TV marketing and other ancillary markets are combined toward certified sales. All shipments to these accounts must be verified by the label.

What I care about is that Billboard (who gets their numbers directly from Soundscan) confirmed that "No Tears Left To Cry" did actually sell a million copies whether it was through digital downloads or some other method.

You don't know what all RIAA included in that certification nor do you know the percentages of the actual sales from the single that were included. RIAA doesn't even consult Nielsen for their "sales". Stop asking dumb questions Talisa.
