Which is why Mariah, Michael, and Whitney were able to debut at #1 (Hot 100). It happened a lot in the 1995-1998 era.

We probably don't care much about these artists.... but songs like "Don't Speak" by No Doubt, was #1 (Hot 100 Airplay) for months, but never charted on the Hot 100 due to no physical CD release.

The song "Iris" by the Goo-Goo Dolls (a classic to many, by the way) was #1 (Airplay) for 18 weeks -- it kept THE BOY IS MINE from the #1 airplay spot  :ermm:

Yet... The Boy Is Mine was perched at #1 (13 weeks) on the Hot 100,
while "IRIS" never charted... cause of no physical CD release.

Anyway back then all record companies cared about what shifting albums. That is where the money was. A  lot of HUGE singles weren't released as singles in order to encourage consumers to buy the album instead.

Low key, it's what Brandy's label wanted after THE BOY IS MINE shifted over 2 million copies...
Top of the World never saw a real single release -- and it paid off. Sis was 3 million sold (album) by the end of 1998.

Songs like NO SCRUBS should have been #1 for over 10 weeks... it did 4 weeks...

TLC withheld the single release until early Spring. It hit the Top 10 long before a physical CD was released.
And it hit #1 as soon as it was available.
