And then as soon as he starts talking and using big words, talking about scattering protestors, they want to arrest him.

He asked them several times where they wanted him to move.  They did not respond.  He told them they were live on the air, and since they didn't respond, he continued whatever he was saying for the camera.  All the sudden, they found their voice to arrest him.
