People throw around victim-shaming too much. Crime is apart of our existence, so outlining the steps that a person could have taken to prevent being victimized, is not victim shaming.
She is trying to help women, so she says to always check-in with friends and let them know where you are going. But these are not the things that will keep someone safe and alive. Going somewhere public, and not jumping in the vehicle of some random man will. It seems like victim shaming, but these are the points that will really keep women safe.
