Rap collabos are way cheaper. the studio time is next to nothing because they're not taking a long time with harmonies and stacking and just re-recording to make sure everything is on key and sounding good. Then there's not a lot of actual instruments, and these dudes be mumblin nonsense so theres not a long session of brainstorming lyrics plus its popular so they spend less and earn more

Rap music is more popular tho, and it's a genre white audiences consume more. When it comes to "soul" music, they tend to enjoy hearing it performed by non-black artists, hence the popularity of Kpop like you mentioned, and the appeal of "blue eyed soul" singers. It's an unstated assumption that black people have a more natural "soul" sound when it comes to music.

Nonblack people doing R&B/Soul music seems more impressive to other audiences. Also, the black population is relatively poorer than other demographics, and don't have as much discretionary money to spend on artists, so labels may not spend too much money to promote a black artist to reach the black community.
