It was the way of the times, and it was mainly jive/background more than Billboard. Because fact is album sales used to be more prominent and profitable than just selling a 1.99 single back then so it made business sense. There was no limewire/itunes mess, so if you wanted it you was coming off that 12.99 - 15.99 for all of it.

When they allowed airplay only singles to chart that's how Try Again did what it did.

WaIt...OIAM was #2 on Rhythmic. Yeah it was definitely suppose to be a top 5 hot 100.
Aaliyah wasn't on Jive during this time, she left Jive after the R. Kelly shit and was at Atlantic during the OIAM era

I think Background lost their Jive partnership because of that. Atlantic was like the only big label that took the risk but Aaliyah then had to do a lot on their own. I don't think Background was big enough or had big blockbuster singles in the budget so that's maybe why their singles was released that way.

That's true about the Jive label thing. She was on a different big label for each album. But back then this was a tactic still utilized for majority of the industry and especially for the acts they wanted to move albums.
She was so much better than them.

I doubt that. Black ground wasn't paying Static and those other boys nothing. They pretty much did it for free. That's why Missy and Timberland didn't want to come back.

That was money where they was somewhat saving at but I'm sure they gave Static & Black a decent check... Also, them studio sessions and housing in Australia for her creative team while she was filming Queen ain't pay for themselves... that marketing and music video budgets weren't cheap either... Li made Dave Meyers go over budget for the MTAW video shoot in LA in order to achieve the concept... money was put out and they wasn't seeing the success back w/ the singles released... I'm sure there was a lot of behind the scenes mess we unaware of
