I'm actually gonna say no. I think a big part of being iconic is the ability to evolve....and he never really has past Confessions.

Usher has been extremely successful.
But he isn't influential, he hasn't contributed anything to the culture of music besides charts 

He's only really had 3 memorable eras in his whole career.
No one is trying to emulate FLUSH though

This is EXACTLY how i feel. Like yea he has some great stats (Getting a diamond album, ESPECIALLY as a male R&B Artist is no small feat) but Usher is so MEH to me. Like NOTHING about him is extraordinary or even iconic like to me. He had a great run, and that's about it
